Menu still not working in IE

When I tried to put behavior:url("csshover2.htc") into /Reference1/
I get "the above file name is invalid"

I was out for 10 days and couldn't answer in time. Did you fix the problem? If not -- could you refine the problem? The file is csshover2.htc (without brackets) and it should be legal file name for any server. How do you upload the file (FileZilla, Dreamweaver...)? Are there special settings on server (sometimes there are restrictions)...
