Menu won't drop-down or expand

I created a menu in the free version and it did not work on my web site.  So I upgraded to the pro version and recreated the menu.  It still does not work correctly.  I use FrontPage to do my designing, is there a problem with putting the code into a FrontPage page?

I am redoing my church’s website and would like to get this menu to work properly and soon.  The web address is:  http://reformationlasvegas.org
Since I use FrontPage, the top border is in a hidden file in the _borders file: http://reformationlasvegas.org/_borders/left.htm

10/26/2009 - I changed the menu t horizontal to see if itwould work there, it still doesn't.  Look at the differance between http://reformationlasvegas.org/_borders/top.htm and http://reformationlasvegas.org

Is it because of FrontPage?

Answered in email, however, one brief note for all FrontPage users: I recommend to switch to another design tool. There are really great tools around, like Adobe Dreamweaver and Microsoft Expression Web (which seems to be easy and familiar for FP users)... FP is just not good in working with code and it is quite harder to fix the code when something goes wrong...
